ABSTRACT

This thesis aims to reveal the responsiveness of the Department of Cooperatives and SMEs in empowering micro, small and medium enterprises in the District Telanaipura Jambi, and to know the obstacles encountered and efforts made by the Department of Cooperatives and SMEs in empowering micro, small and medium enterprises in the District Telanaipura Jambi city. This thesis uses descriptive qualitative research method by taking samples for SMEs engaged in central souvenirs typical of Jambi. Data collection methods used through observation, interviews and documentation. Based on the research conducted and the results obtained the following conclusions: first, the responsiveness of the Department of Cooperatives and SMEs in empowering SMEs is still low. It is measured on three things namely the ability of the Department of cooperatives and SMEs recognize the business needs, ability to set the agenda and priorities for the empowerment of SMEs services and the ability to develop programs to empower MSMEs engaged in the center of souvenirs Jambi not on target. Programs in the form of aid, technical assistance and training conducted by the Department of Cooperatives and SMEs still applies to all types of SMEs and not focus on SMEs engaged in the center of souvenirs Jambi. Second, obstacles encountered also still common as the issue of financing and the development of information technology so that the efforts are also still common in the form of cooperation with third parties as well as private companies such as PTPN, PT Ventura and Pertamina as well as training of staff and the appointment of specialized staff in charge of the development of information technology ,
